My forum thread (using VB2008 to access the Betfair API: a tutorial) is primarily intended to help people use VB to build their own PC-based apps to access Betfair directly via the API. What you want is something else. It looks like you require a server-based app which uses HTML web pages for the user interface. PHP is the way to go here. There is a PHP section on the forum. This post would be a good starting point.
Unfortunately, I can’t give you much assistance because I know very little about PHP programming.
