Historical grayhound data - not clear if it lists ALL players in every market

Researching historical data a bit that's available for free from Betfair's website here:
    http://data.betfair.com.au/

Going through the data files, I can see that the list of players is not comprehensive for a single market.

For example, event id = 101175222, Ball (AUS) 2nd Mar - this event lists 6 players:
    5. Ernie Old
    1. Vivacious Chick
    4. Tantra Taz
    2. Ice Buster
    6. Crackerjack Hano
    7. Phils In Luck

However, event ID = 101175223, Ball (AUS) 2nd Mar - TO BE PLACED
    Lists only one player:
    1. Tricky Tezza

    Another example would be:
Event id = 101175227, Ball (AUS) 2nd Mar - TO BE PLACED:
    Lists much more runners:
    5. Cosmic Century
    1. Aint No Rest
    4. Shifty Jack
    2. Greendale Xpress
    8. Blue Boy Hudson

Thus, it is not clear whether it is possible or not to retrieve the comprehensive list of runners in every single race from the historical data files that Betfair shares.

    Any ideas what's going on?

The data only shows runners with matched bets on them. You will need a separate source of results to discover the runners that actually took part in each race.

I never knew http://data.betfair.com.au/ existed - http://data.betfair.com/ has similar data for all events BTW.
