Order of Finish: Horse Racing and Dogs

newbie, looking for a way to get the order of finish for all horse and dogs races, across the world, looking forward within 20 mins to 1hour of each race finishing.

Does anyone know if that is possible through the API or if TimeForm API is needed (monthly cost)?

I think I can scrape some results from the timeform webapp in Betfair domain

if I have to, but something more elegant would be better.

To be clear, I want the complete order of finish, including not finished, not just the 123(4) finishing horses.

I do not believe it is possible to get the order of finish betfair API gives a runner status of WINNER LOSER ACTIVE REMOVE ETC
I used to check the betfair RSS but that give the result only
personally I used to scrape the GBGB uk website for the dogs that has all the info you would need dist times etc
horse I only play around with so cant say on that one
