Navigation data bugs on races or what?

On the navigation data, after each GROUP elements (AUS, FRA, GB, IRE...) on horse and greyhound racing, the array also includes all the races in all the groups / events. Is this intended? This has been present since the first beta release of the navigation data and nothing changed on the production release, so Im confused.

Actually, even the EVENT elements don't seem to make sense, as they don't have a RACE subelement.

I just don't understand the structure of the navigation file, it couldn't be more complicated i think

I think the long list after the country Groups is there to replicate Horse Racing - Todays Card in the BF website's left-hand menu.

It's not at the end of each Group, it's after the groups.

It's easier to see what's going on if you add the times:
