Go InPlay or Not

Hi

How is it possible to tell if there is a stream for a market and it will be covered in play? I get that that Inplay is ticked for the games where it is guaranteed but for 'most' games it is not ticked and yet these still allow InPlay betting. How can we till that a market will not turn 'Suspended' at kickoff.

On further inspection I have now found the cause of the issue to be that the rules of the market are changing at kickoff, 10:35 in this case:-

How can it be acceptable to change the rules at kickoff with no prior notice?
