For a service where I will send orders from several different users, do I need to charge Exchange API or Vendor Program? Both have different values.

If you are looking to provide an application to Betfair Exchange customers you should apply for a Software Vendor license via https://developer.betfair.com/vendor...m/the-process/
The Exchange API is what Software Vendors use to create applications for Betfair Exchange customers.
