Latency with VPS

Why kind of latency with a VPS are people getting? The minimum time for a roundtrip request for me has been 28 milliseconds.

Mine is 17ms. Linode
But it's rare thing. 28ms is pretty usual, most of listMarketBook are 20-25ms
