    Adjustment factor not always accurate

I've noticed that quite often the adjustment factor on a horse prior to it being pulled is different to when it's actually pulled. Example below

    20th Jan 2021 - 13:05 Chepstow - Bumpy Johnson

Prior to the horse being pulled the API said the adjustment factor would be 28.49% but when it was actually declared it was 33.9%. The prior adjustment factor reading was only taken a minute or so before being declared. Just wondering if I'm missing something. I'm getting the adjustment factor from the runners in the market book, I assume that's the best place to take it from?
